Make the marinade first: combine garlic, soy sauce, chili powder, brown sugar, lime juice, vegetable oil.
Freeze flank steak for 30 min. If the meat is already frozen, do not allow it to thaw completely - it will be easier to slice thinly if it's partially frozen.
Slice thinly across the grain. Weave the meat slices onto the bamboo skewers - like sewing.
Dip the meat end of the skewer into the marinade. Lay the meat in a shallow dish like an 8x8 baking pan, with the end of the skewers sticking out - you don't want the part you'll pick up getting all sticky with marinade.
Pour the marinade over the skewered meat. Allow to marinade at least three hours or overnight.
After marinading, lay skewered meat on a broiler pan. You can place them very close together. Cover stick ends with aluminum foil. Put oven rack as close as possible to heating element. Place broiler pan in oven - make sure that the meat side is toward the door.
Broil for 3 1/2 min. Then flip skewers with tongs. Broil another 3 1/2 min.
Remove from oven, share and enjoy. Serve with
